Moving a scaff tower with someone on top

I'm writing a "Safe System of Work" for working at height / use of scaff tower in the Performing Arts' Dept at my FE college.
Can anyone provide a definitive answer to the question of whether it is safe to move the tower with someone on the platform? The tower is very solid, about 4' x 2', made by Youngman and the working platform is, typically, at a height of about 2metres.
I seem to remember reading of a study carried out a few years ago which discovered that more accidents occurred when people were ascending or descending these towers than when the towers were moved with someone atop. Does anyone have more information?
I know some of this has been covered before in questions about tallescopes and working at height but I can't find any definitive answer.

Hi,
if you check the HSE information with regard to the safe operation of tower scaffolds, they state that you should 'never mover the tower with people or materials on it'.
Obviously if you do, and have an accident, the HSE will refer to this document if, or when, they prosecute.
I personally don't believe it is a safe option.
